Lexington Park at Rice Field is a human scale, new urban neighborhood of high density, green-built townhomes in the Downtown Plano Transit Village, two blocks from Dallas Area Rapid Transit’s Downtown Plano Station. A public-private partnership between the City of Plano and Lexington Luxury Builders, it will provide 98 townhomes and a public park when fully built. Lexington Park in Plano is an excellent example of New Urbanism and Transit-Oriented Development in Texas.

In order to maximize the development potential of the area around the Downtown Plano DART Station, the City of Plano created public-private partnerships to develop and redevelop the area around the Downtown Plano Station. The City of Plano sent Requests For Qualifications (RFQ) to prominent multifamily and townhouse developers in February 2005. The City announced that developers who responded to their RFQ would undergo a rigorous vetting process to select one company to develop high-density housing on a 6.5-acre parcel south of the train station.

Twenty-one (21) firms submitted their Qualification Statements in an attempt to be selected as the exclusive developer. I was the smallest company to respond. After two rounds of written submissions, three rounds of multi-media presentations and two presentations to the City Council, I was selected as the exclusive developer of a high-density transit-oriented development in a public-private partnership with the City of Plano.
